Dual Credit Memoranda of Understanding
The University of Texas at Austin partners with Texas secondary schools to offer dual credit programs. These partnerships are governed by Texas Education Code §28.009 and Texas Higher Education Coordinating Board (THECB) rules in 19 Texas Administrative Code Chapter 4, Subchapter D. These rules establish required elements for institutional agreements, including memoranda of understanding (MOUs), and require institutions to post those agreements publicly.
Under 19 TAC §4.84(a), a dual credit partnership must be governed by an agreement approved by the appropriate authorities of both the secondary school and the public institution of higher education before courses are offered. Institutions must also report to the THECB the secondary schools with which they have agreements and the website where those agreements are publicly posted.
Each agreement must include, at a minimum (19 Tex. Admin. Code § 4.84(b)):
- Eligible courses
- Student eligibility
- Class location
- Student composition of the class
- Faculty selection, supervision, and evaluation
- Course curriculum, instruction, and grading
- Academic policies and student support services
- Transcripting of credit
- Funding, including sources for tuition, transportation, fees, and instructional materials, including for students participating at no cost under the Financial Aid for Swift Transfer (FAST) program
- Requirements for implementation of the FAST program, including ensuring the accurate and timely exchange of information necessary for eligible students to enroll at no cost
- Defined sequences of courses that apply to academic or career and technical education programs or credentials, where applicable
- Program goals aligned with statewide dual credit goals
